Project Description

ROS was contracted to operate and maintain the groundwater treatment systems at Areas D and 20A. Initial project work included providing plant operators 24 hours a day, 365 days a year for the first year. The contract specifications for the plant at Area D required a New Jersey N-3 licensed operator. Recognizing the need for more experienced personnel, ROS had two N-4, one N-3 and two N-2 operators on staff dedicated to this project. Over 95% of the maintenance was self-performed by URS’ on-site maintenance technician and operators, resulting in the system’s high on-line rate, One operator was provided 5 hours a day, 7 days a week, to operate and maintain the Area 20A system, which is rated at 300 gpm. To minimize downtime, ROS management and operators are on-call 24 hours/day and are responsible for any emergency condition that may arise at the plants. ROS later initiated automated treatment systems so that the plant would not have to be manned 24 hours, 7 days a week. Working closely with the FAA, ROS evaluated and made the appropriate changes needed in different O&M procedures. Eventually the Area 0 plant manned hours were reduced to 8 hours a day, 5 days a week. This has provided a cost saving of over $170K per year to the FAA.
